Saint-Malo: New governance for marinas in 2023

The Region of Brittany and the City of Saint-Malo have sealed a new agreement for the management of marinas. This is a first which could concern other Breton ports in the future.

Creation of SPL Bretagne Plaisance

The Region of Brittany and the town of Saint-Malo have joined forces to create the Société Publique Locale (SPL) Bretagne Plaisance. The latter will be responsible for managing the marinas of the corsair city, which are owned by the Region. Indeed, the concessions of the Vauban port and the Sablons port, respectively delegated to the Chamber of Commerce and Industry and to the City, were due to expire on December 31st 2023. The new structure will take over the management of the Vauban port on January 1, 2023. After a year of transition, Bretagne Plaisance will also take over the management of the port of Sablons in 2024.

The two partners share the capital at 55% for the Region and 45% for the City of Saint-Malo. The structure will initially be endowed with 350 000 Euros of capital.

Investments in the program

Bretagne Plaisance's mission will be to carry out a program of structural investments, based on the studies carried out by the outgoing concessionaires. They will focus in particular on the port of Sablons, which has 12 wharves for 1,181 berths, of which about 50 are for visitors, on safety and enlargement work. In the Vauban basin, with its 5 wharves, for a total of 220 berths, of which 20 to 25 are reserved for visitors, a new port office will be built.

Opportunities for expansion

The SPL structure could enable the Region, which is in charge of 22 ports, to extend its competences to other marinas in the future, by opening up the capital to other local authorities. The choice of the SPL has already attracted a number of departments, from Morbihan to Loire-Atlantique, including Manche and various Mediterranean ports.
