Publication of the decree on the deconstruction of pleasure boats
Two new decrees concerning the treatment of end-of-life recreational boats were published this summer. The most important one, dated August 31, 2018, makes effective the implementation of the EPR (Extended Producer Responsibility) channel for boating, in charge of organizing the dismantling of boats and ensuring its financing, thanks to eco-taxes and a share of the annual charter fees. The second text provides for a specific registration system for waste treatment companies for pleasure craft.
An obligation for producers and importers of boats
" We have created with the Federation of Nautical Industries, the APER, Association for Eco-Responsible Yachting, about ten years ago to set up a voluntary network of boat dismantling. We put in contact people wishing to destroy their boats with selected waste treatment companies. The costs are borne by the applicant. This operation will last until the end of the year 2018 and will have allowed to treat 2500 boats over the life of the association. With the new law, from January 1, 2019, each marketer (boat builder or importer) will have to either join the state-approved eco-organization and pay it a fee, or set up an individual system for managing the end of life of its boats, validated by the state through a complex file. The new decree, modifying the one published by the former majority, redefines more precisely the notion of placing on the market and introduces a reference to registration to exclude from the scope of the eco-contribution the boats intended for export. APER, probable future eco-organization
In view of the setting up of the eco-organization, APER has structured itself to obtain the approval. Given the complexity of setting up such a structure, it will probably be the only one. " Today, our members account for 90% of the pleasure boats marketed. All the major manufacturers, such as Bénéteau, Fountaine-Pajot, Dufour, Zodiac and the Grand Large group, as well as major importers such as Brunswick and Yamaha have joined us. We have set up a board of directors to be operational in 2019 and obtain government approval. Our mission from now on will be to inform and to get the remaining 10%. We will communicate with owners from the end of 2018, once the tools of the sector are in place "says Guillaume Arnauld des Lions.
